From the documents cited, it is clear that Europe is trying to be more autonomous vis-à-vis the United States, in politics as well as in economic activities. This trend also indicates that it is high time that Japan re-examined its long-standing habit of lumping the United States and Europe together, under the rubric of Ou-bei.
