At issue was the production of camphor, a crystalline substance derived from the cinnamomum camphora tree. Central to the expansion of imperial control in this strategic zone of resource extraction was the concept of indigenous Taiwanese as “savage.” Both Qing and Japanese colonizers employed this concept at great lengths to craft assimilation programs, and to carry out punishing military assaults. This essay revisits the figure of the savage and how it shaped the structures of late Qing and Japanese colonial governance in the Taiwan highlands.
